The Windows Live OneCare Firewall service could not start
When you view the Actions to Take panel in Windows Live OneCare, you see a red action item that asks you to enable the firewall. You may also see the following error message:

Windows Live OneCare Firewall service could not start.

When you try to enable the firewall, the settings are unavailable and cannot be modified.
This issue can occur if your computer's environment variable is not set correctly. To resolve this issue, verify that the PATH environment variable contains the following path:

%SystemRoot%\system32;%SystemRoot%;%SystemRoot%\system32\WBEM

To do this:
  1. Print this page, and then close all programs on your computer.
  2. On the Start menu, click Control Panel, and then double-click System.
  3. Click the Advanced tab, and then click Environment Variables.
  4. In the System variables box, click PATH, click Edit, and then add the following to the end of the existing value in the Variable value box (note the initial semicolon):

    ;%SystemRoot%\system32;%SystemRoot%;%SystemRoot%\system32\WBEM

    If PATH does not exist in the System variables box, click New, type PATH in the Variable name box, and then type %SystemRoot%\system32;%SystemRoot%;%SystemRoot%\system32\WBEM in the Variable value box.
  5. Click OK to close the window, and then restart your computer.
If this doesn't resolve the issue, do the following:
  1. On the Start menu, click Run, and then type Regsvr32 %SystemRoot%\System32\wbem\wmidcprv.dll.
  2. Click OK, and then restart your computer.
